Odor on concrete foundation from dog urine.

I am ripping out carpet that was badly stained from dog urine and the urine soaked all the way down to the concrete foundation.  How should I treat this area?  Should I clean the foundation first and then spray? Or, spray to get rid of the odor and then clean thoroughly?  I have the same question for the sub-floor upstairs that is wood.

    It would be best to clean first and then spray with Bye Bye Odor daily for 3 days to get rid of the odor.  The Bye Bye Odor is strictly an odor eliminator, and does not have surfactants to help with cleaning.  Because of this, it is best to do any cleaning first and then use the Bye Bye Odor to eliminate any remaining odors.  The same would go for the foundation and sub-floor.
